On February 20, 2020, you began the Certificate of Appropriateness review <br />process by submitting an application to our office. You spoke with staff who outlined that this kind of project <br />would require review by the Historic Preservation Commission and that additional information would be <br />required. Later that day you informed Historic Preservation Specialist Adam Toering that the windows that <br />had been previously removed from the structure had been lost when the dumpster they were in was <br />retrieved. <br />On February 25, 2020, staff advised you to continue with the application to replace the windows, and <br />informed you that “you need to provide information for the additional windows that you want to replace: 1) <br />stressing that you will need to show the condition of the remaining windows, as well as contact the vendors / <br />contractors I provided you a list for to see about what rehabilitation would cost, 2) that you will need to <br />provide information on the proposed / installed windows.” You responded on February 26, 2020, “Consider <br />your advice well taken.” <br />On February 27, 2020, Specialist Toering reminded you via e-mail that “the deadline for additional material <br />needed to ensure your project is on the March 16th Historic Preservation Commission agenda is next <br />Monday, March 2nd.” You responded shortly thereafter with a question, “am I required to provide this by <br />March 2nd?” Specialist Toering responded that “I’m here to help you get before the Commission as fast as <br />you are able so you can get the approved Certificate of Appropriateness. The Commission meets once a <br />month. The Monday, March 2nd deadline is for the March 16th meeting. You could opt to push out to the <br />April 20th meeting – if so, your deadline for material would be April 6th. The Red Tag from the Building <br />Department will still be in place until the Certificate of Appropriateness process is resolved and any <br />applicable Building Permits have been acquired.” <br />On March 13, 2020, you wrote to Specialist Toering indicating that you were in Florida to be with your <br />brother who was not well, and that you were optimistic that review on the April agenda “is still tenable.” <br />Specialist Toering responded, indicating the information that would be required to be included on the <br />agenda, namely:
