STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: April 29, 2021 <br />Application Number: 2021-0422A <br />Property Location: 902 Leland Avenue <br />Architectural Style/Date/Architect or Builder: Gabled-El / 1900 <br />Property Owner: Joan Downs-Krostenko <br />Landmark or District Designation: Chapin Park Local Historic District, <br />#9574-05 / Chapin Park National Register District <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: One and a half story gabled-el set on a brick foundation. Wooden <br />sided with 1/1 double-hung wood windows. Large 18/1 wood window on front façade. Porch is enclosed with <br />full pediment over the door and brick piers. The gabled roof with gable returns is covered with asphalt <br />shingles. <br />ALTERATIONS: AA #2020-0716 allowed for the removal and replacement of a tree in the rear yard. AA #2019- <br />11108A allowed for the removal and replacement of the asphalt shingle roof and gutters. AA #2019-0903 allowed <br />for the removal of the ancillary chimney. RME #2018-0131 allowed for the removal of the InsulBrick on the west <br />façade, the replacement of the front door, and trim work. COA #2010-0610 allowed for the construction of bollards <br />in the along the alley. <br />APPLICATION ITEMS: “See attached document. Build proper masonry stoop at front door.” <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1.Demolish and reconstruct the existing front entrance stoop, <br />a.The proposed stoop will be approximately 7’4” wide, 5’4” deep, and 2’ high, <br />b.Will be made of brick and cement, <br />c.The stoop will be comprised of three steps, a low balustrade with limestone cap/top, <br />d.Will resemble in appearance 905 Leland (across the street). <br />This property in an ongoing restoration and rehabilitation by the current owner. <br />STANDARDS AND GUIDELINES: CHAPIN PARK <br />II.EXISTING STRUCTURES <br />[…] <br />D. ENTRANCES, PORCHES AND STEPS <br />Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are <br />covered by the main roof of the house. <br />Required <br />When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, <br />brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with <br />the historic period of the structure. <br />Porches and additions reflecting later architectural styles and which are important to the building’s historical integrity shall be retained. <br />Recommended <br />When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or <br />historical character of the building. <br />Not Recommended <br />Original porch details should not be replaced with materials representing a different period or style from the original. <br />SITE VISIT REPORT: N/A
