STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: May 4, 2021 <br />Application Number: 2021-0429A <br />Property Location: 543 Edgewater Place <br />Architectural Style/Date/Architect or Builder: Prairie / 1922 <br />Property Owner: Doug Turnock <br />Landmark or District Designation: Edgewater Local Historic District, #6846-80 <br />Rating: Contributing <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE: Brick veneer residence with a hip roof, a large enclosed front <br />porch, broad eaves, and divided light wood windows under the aluminum storms. The house may have had a <br />stucco exterior before a remodeling project in the 1930s added the brick veneer. A one stall, wood clapboard <br />garage stands behind the house. The garage also has a hipped roof and a wood panel garage door with six <br />fixed lights. <br /> <br />ALTERATIONS: The brick veneer was added in a major remodeling in 1935. COA #1983-0818 allowed for <br />reconstruction of the front porch after an extensive fire. COA #1992-0826 allowed for the removal and <br />replacement of the roof, fascia, downspouts, gutters, and roof vents. COA 2000-0815 allowed for the <br />reconstruction of river front stairs. COA #2004-0408 (EXTENSION) allowed for the removal of two trees. COA <br />#2004-0915 allowed for allowed for the removal of two trees. COA #2005-0404 allowed for the extension of the <br />single stall garage into a two car garage. COA #2010-0923 allowed for the removal and replacement of the roof. <br />COA #2012-0529 allowed for the removal and replacement of the roof on the garage. <br /> <br />APPLICATION ITEMS: “Replace 7 windows front porch (in kind) Jeld Wen Double Hung Almond to match <br />stucco trim to match Bump out on 2nd floor using 1x4 & 1x4” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />a. Remove 7 double-hung wood windows, replace with 7 Jeld Wen Builders (V-2500) Double Hung <br />windows. <br />b. Reframe the exterior in new wood trim, with metal sill trim to be re-installed as well. <br /> <br />The enclosed porch was extensively reconstructed in 1983 after a fire. The replacement windows installed during <br />that reconstruction were Marvin Wood double-hung units. Those units are beginning to show evidence of failure. <br />Wood trim elements (exterior and interior) are showing signs of rot and degradation; these could be <br />repaired/replaced in-kind with new wood elements. Aluminum sill flashing/wrapping appears to have been added <br />at some point to attempt to preserve the wood sills. <br /> <br />The Standards and Guidelines allow for replacement but require that when “deteriorated beyond repair, [they are] <br />replaced with duplicates of the existing or original.” The Edgewater Standards and Guidelines appear to be written <br />with the expectation that new wood windows would be fabricated for replacements (recommended:“if new sash <br />and doors are used, the existing or original materials, design, and hardware should be used.”). <br /> <br />The proposed replacement windows are extruded vinyl windows by Jeld Wen. The applicant has indicated his <br />preference for this window manufacturer is due to the cost of wood replacement windows. Vinyl replacement <br />windows are not a like-for-like change given the material of the existing replacement porch windows. <br /> <br />STANDARDS AND GUIDELINES: CHAPIN PARK <br />II.
