PERSONNEL AND FINANCE <br />The May 12, 2008 meeting of the Personnel and Finance Committee of the South Bend Common <br />Council was called to order by its Chairperson, Councilmember Tom LaFountain at 4:48 p.m. in <br />the Council's Informal Meeting Room. <br />Committee Members present, Tom LaFountain, Chairperson; Oliver Davis; David Varner; AI <br />"Buddy" Kirsits <br />Persons in attendance included Council Members Derek Dieter, Ann Puzzello, Karen White, and <br />Tim Rouse <br />Others: Catherine Fanello, Gary Gilot, Jamie Loo, Kathleen Cekanski-Farrand, Council Attorney; <br />John Voorde, City Clerk <br />BILL NO.22-08 -AUTHORIZES PRE-APPROVEMENT OF CLAIMS <br />Tom LaFountain began by introducing City Controller Catherine Fanello. She explained that <br />because the city code does not include any provision for payment of certain types of claims prior <br />to BPW approval such as payroll, insurance, utilities and bond payments, this bill was needed to <br />bring the city into compliance with state law requirements. Current practice is for claims to be <br />paid with the Board of Public Works subsequent approval. Fanello emphasized the need for <br />flexibility. Kathleen Cekanski-Farrand indicated the need for this process to be codified. Fanello <br />agreed. Councilmember Varner asked for the criteria.the Board of Public Works uses to approve <br />claims. Gilot said he would honor the request. Varner motioned and Kirsits seconded a <br />favorable recommendation to Council. <br />There being no further business to come before the Committee, Councilmember Tom LaFountain <br />adjourned the meeting at 5:04 p.m. <br />Respectfully <br />Tom L~Fountain, Chairperson <br />Personnel and Finance Committee <br />
