PARC COMMITTEE <br />The April 28, 2008 meeting of the PARC Committee of the South Bend Common Council was <br />called to order by its Chairperson, Council Member Ann Puzzello at 3:15 p.m. in the Council's <br />Informal Meeting Room. <br />Persons in attendance included, Councilmember David Varner; Phil St. Clair, Chuck Leone, Pam <br />Meyer, Rita Kopala, Don Inks, Chris Nanni, Catherine Fannello, Kathleen Cekanski-Farrand, <br />Council Attorney, John Voorde, City Clerk <br />Committee Members present, Ann Puzzello, Chairperson; Oliver Davis, Member, Martha Lewis, <br />Citizen Member <br />BILL NO. 21-08 -Appropriation Fund #410 Potowatomi Park Fun for all and Aging in Place <br />Home Modification Programs <br />Chairperson, Ann Puzzello introduced Park Superintendent Phil St. Clair who described the two <br />programs requiring a $400,000 appropriation from fund #410 by the City Council. The first <br />geared toward making Potowatomi Park more accessible to people of all abilities resulted from a <br />partnership including the W.K. Kellogg Foundation, the Rotary Club, the Park Department, the <br />Community & Economic Development Department, the Troyer Group, the Community Foundation <br />and anonymous donors. In all, the project, including an accessible playground, and band shell <br />cost $733,000. Of that estimated amount $411,000 came from grants, $122,000 from the City, <br />with the balance from private donations. <br />The second program, a home modification project would allow low-income seniors to remain in <br />their homes as long as possible by making the homes barrier free and safe. The program goal is <br />to modify 100 homes at an average cost of $10,000 each. To date 64 homes have been <br />modified. The appropriation request of $278,000 is from a million dollar pool. One third of the <br />fund from the Community Foundation, one third from Wells Fargo bank, and 1/3 from the City. <br />Real Services is administering the program. Chris Nanni from the Community Foundation and <br />Pam Meyer supplemented St. Clair's program outline. <br />Councilmember David Varner suggested the inclusion of an accessible pathway to the city <br />greenhouses. <br />Councilmember Oliver Davis applauded the efforts to improve accessibility. <br />On a motion by Councilmember Oliver Davis, seconded by Martha Lewis the PARC Committee <br />sent the request favorably to full Council. <br />There being no further business to come before the Committee, Council Member Puzzello <br />adjourned the meeting at 3:30 p.m. <br />Respectfully Subm' ed, <br />Ann Puzzello, Chairper n <br />PARC Committee <br />
