C <br /> STAFF REPORT <br /> INITIATED BY COUNCILMAN ANN PUZZELLO #1144-87 September 13, 1988 <br /> City of South Bend <br /> REQUESTED ACTION: This petition was initiated by Councilman Ann <br /> Puzzello on behalf of the residents of the <br /> northeast neighborhood. The majority of the <br /> property is zoned "B" Residential, which allows <br /> multi—family dwellings and certain office uses. <br /> Residents have expressed a desire to change the <br /> zoning to "A" Residential which would allow only <br /> single—family residences, since this is the <br /> predominent use of the neighborhood. Changing the <br /> zoning of the residential area to "A" Residential <br /> will not affect the existing duplex, multi-family <br /> office, or commercial uses, as these would all <br /> have legal vested rights to operate. The <br /> ownership of these parcels may also change without <br /> having to rezone to operate legally. <br /> The East Bank area south of Corby Blvd. will <br /> remain unchanged as well as the commercial <br /> area at the northwest corner of Eddy St. and <br /> Miner St. The commercial area at the four <br /> corners of Lawrence St. and Howard St. will <br /> be reduced to only a small parcel at the <br /> northwest corner. The size of the <br /> commercial area at the intersection of South <br /> Bend Ave. and Eddy St. will be slightly <br /> reduced by eliminating the area north and <br /> east of the intersection of South Bend Ave. <br /> and Howard St. The size of the commercial <br /> area south of South Bend Ave. and east of <br /> Notre Dame Ave. will be slightly increased <br /> to include existing businesses. Also, the <br /> northwest corner of Sorin St. and Eddy St. <br /> will be changed to commercial because of an <br /> existing business. The "B" Residential area <br /> north of Corby Blvd. and east of Eddy St. <br /> will be generally changed to "A" Residential <br /> except for areas fronting on South Bend Ave. <br /> The "B" Residential area with frontage on <br /> St. Peter St. and St. Louis St. between <br /> Corby Blvd. and South Bend Ave. will be <br /> changed to "A" Residential except for areas <br /> generally fronting on South Bend Ave. <br />
