HEALTH AND PUBLIC SAFETY <br />The April 28, 2008 meeting of the Health and Public Safety Committee of the South Bend <br />Common Council was called to order by its Vice-Chairperson, Councilmember Ann Puzzello at <br />4:20 p.m. in the Council's Informal Meeting Room. <br />Persons in attendance included: Council Members David Varner, Timothy Rouse, AI "Buddy" <br />Kirsits, Tom LaFountain, Kathleen Cekanski-Farrand, Council Attorney, Carl Littrell, City <br />Engineer, Catherine Fanello, City Controller, John Voorde, City Clerk. <br />Committee Members present: Ann Puzzello, Vice-Chairperson, Derek D. Dieter, Member, Henry <br />Davis, Member, Donald Brubaker, Citizen Member. <br />Vice-Chairperson, Ann Puzzello, chaired in Chairperson, Karen L. White's absence: With <br />unanimous support it was determined that Kathy Cekanski-Farrand, Council Attorney, and <br />veteran of police/fire contract negotiations for the past 30 years would serve as the Council's <br />Chief Negotiator. Catherine Fanello interjected that she had been to several briefings on the <br />fiscal impact of recently passed tax bill 1001. She noted the Mayor's desire to address the <br />Council regarding the city's finances prior to negotiations. This presentation would take 1-1 '/2 <br />hours. She also noted the new legislation requires cooperation more than ever among taxing <br />units in the County. <br />Councilmember Dieter motioned and Don Brubaker seconded the favorable recommendation of <br />Kathleen Cekanski-Farrand to serve as Chief Negotiator. <br />MISCELLANEOUS MATTERS <br />Councilmember Henry Davis expressed a concern for better security for residents of LaSalle Park <br />in his district. He and Councilmember White had met with SBPD Chief Boykins who assured <br />them of more police presence in the area. <br />Don Brubaker asked Councilmember Ann Puzzello to read a memo he had prepared regarding <br />environmental concerns relative to a coal waste dumping site on property owned by Notre Dame. <br />The memo is attached. Councilmember Ann Puzzello suggested the letter be forwarded to <br />engineering for review. Carl Littrell, City Engineer, stated the problem, including radon gas, was <br />to be mitigated by removal of the ash prior to any development. <br />There being no further business to come before the Committee, Council Member White <br />adjourned the meeting at 4:35 p.m. <br />Respectfully Su miffed, <br />An uzzello, Vice- h irperson <br />Health and Public Safety Committee <br />
