LaSalle South Bend, IN 46601 Proposal: Part 1 The owner proposes to develop landscaping for the parking lot now adjacent to the Fredrickson Candy Store (where the Fredrickson House originally was located) including the replacement of the mulberry tree that was removed. Part 2 The owner has been reconstructing portions of the Candy Store exterior after it was damaged due to fire. AtananraQ- Part 1 and 2 B. Treatment ... to the landmark or its environment may [not] ... significantly alter the appearance of the landmark ... [and] ... the Commission should review the proposed treatment for character and style consistency ... and [the treatment] should be added in a manner that does not disrupt the visual unity of the site. Recommendation: Part 1 The weeping mulberry tree was removed because it's trunk and root structure were causing damage to an adjacent building. In order to avoid this problem in the future, owner -proposes to replace the tree approxmiately 14' north of the original location. Tam Juniper is proposed as a border planting with Rhododendron on the north face of the existing garage. Staff recommends approval of the owner's request. Part 2 Staff recommends approval of the reconstruction elements. General Comment: It appears that there has been misunderstanding with the owner regarding the landmark status of the Candy Store and Fredrickson House property. When requesting information regarding Federal Tax Credits for rehabilitation, the owner was informed that the Candy Store would probably not be individually listable on the National Register, the criteria for the 20% Federal Tax Credit Program. This was unfortunately interpreted as meaning that the Candy Store no longer was a landmark. LJN:ef 4--;q
