LaSalle <br />South Bend, IN 46601 <br />Proposal: <br />Part 1 <br />The owner proposes to develop landscaping for the parking lot now adjacent <br />to the Fredrickson Candy Store (where the Fredrickson House originally <br />was located) including the replacement of the mulberry tree that was <br />removed. <br />Part 2 <br />The owner has been reconstructing portions of the Candy Store exterior after <br />it was damaged due to fire. <br />AtananraQ- <br />Part 1 and 2 <br />B. Treatment ... to the landmark or its environment may [not] ... significantly <br />alter the appearance of the landmark ... [and] ... the Commission should review <br />the proposed treatment for character and style consistency ... and [the <br />treatment] should be added in a manner that does not disrupt the visual unity <br />of the site. <br />Recommendation: <br />Part 1 <br />The weeping mulberry tree was removed because it's trunk and root structure <br />were causing damage to an adjacent building. In order to avoid this problem <br />in the future, owner -proposes to replace the tree approxmiately 14' north <br />of the original location. Tam Juniper is proposed as a border planting <br />with Rhododendron on the north face of the existing garage. Staff recommends <br />approval of the owner's request. <br />Part 2 <br />Staff recommends approval of the reconstruction elements. <br />General Comment: <br />It appears that there has been misunderstanding with the owner regarding the <br />landmark status of the Candy Store and Fredrickson House property. When <br />requesting information regarding Federal Tax Credits for rehabilitation, the <br />owner was informed that the Candy Store would probably not be individually <br />listable on the National Register, the criteria for the 20% Federal Tax Credit <br />Program. This was unfortunately interpreted as meaning that the Candy Store <br />no longer was a landmark. <br />LJN:ef 4--;q <br />
