Wayne <br />South Bend, IN 46615 <br />Proposal: <br />The owner proposes to remove an existing tree in the front yard. The tree <br />is a 40' pine with approximately a 12" trunk. The lower branches are dying, <br />especially the portion facing the house. The owner proposes to replace it <br />with an 8' Colorado Spruce. <br />Standards: <br />As much natural vegetation as possible should be preserved. Dead and diseased <br />material should be selectively removed. Trees and major landscaping elements <br />that must be removed for one reason or another should be immediately replaced <br />by suitable flora. <br />Recommendation: <br />Upon review by David Barncord, the tree is of questionable health and value <br />and the replacement tree is appropriate. <br />From staff's observation, the tree is overgrown and dwarfs the house. Therefore, <br />its current condition does not lend itself to being aesthetically appropriate <br />in this setting. <br />In August of 1986, the HPC approved the removal of two pine trees at <br />107 W. NorthShore based on owner and neighbor comments that the character of <br />the pine trees had been altered by excessive trimming of the branches, the trees <br />were not original to the house and blocked the view of the house, and the trees <br />seemed to be diseased as indicated by dropping needles and dead branches. <br />Based on the past precedent which has some similarity to this issue, and on <br />David Barncord's opinion that this tree is of questionable health and value, <br />and because the owner will replace the tree, staff recommends that the owner's <br />petition be granted. <br />BLP:ef <br />0 <br />
