TO: Historic Preservation Commission Members <br />a <br />FROM: Brian Poland, member Hoosier Celebration Committee <br />RE: HOOSIER CELEBRATION '88 <br />DATE: 21 January 1988 <br />Hoosier Celebration '88 is a year long celebration of Hoosier <br />pride and an open invitation to Hoosiers to come back home to <br />Indiana. This was designated by Governor Orr. The local Hoosier <br />Celebration Committee has met several times and requests that two <br />local sites be designated as landmarks in honor of this celebration. <br />These dre:..!.,= the Navarre Cabin and the Council Oak tree. <br />The Northern Indiana Historical Society (NIHS) owns the Cabin and <br />is willing to have it designated. No formal discussions have occurred <br />with the owner of Highland Cemetery regarding the Council Oak designation. <br />However, I foresee several items that need to be resolved before <br />any designation should occur. <br />1) Navarre Cabin <br />The NIHS is agreeable to designation. However, NIHS has only <br />possession of the Cabin, not the land upon which it sits. The <br />City owns the land (Leeper Park). No legal description of the <br />Cabin's location is known to exist, which is needed under our <br />Landmark procedures. How would we obtain a description and who <br />is to pay for it? <br />2) Council Oak <br />Two questions need to be addressed here. <br />Currently our Landmark Standards do not discuss how to review <br />changes to a "site" or to a "tree" (depending on which the <br />Council Oak is to be identified as). Therefore, we would have <br />to prepare a new set of standards to review this type of landmark. <br />Secondly, the boundaries of the site need to be defined, <br />recognizing that several graves are located under the tree. We <br />would have to obtain consent from a multitude of property owners. <br />RECOMMENDATION is that these two "sites" be given honorary landmark <br />designation for purposes of the Hoosier Celebration and present the <br />owners with a plaque. <br />
