Appendix B <br />historicpreservation commossmn <br />of south bend and st. joseph county <br />ROOM 1123 COUNTY CITY BUILDING <br />south bend, indiana 46601 (219) 284-9798 <br />February 10, 1988 <br />STAFF REPORT <br />12594 S.R. 23 <br />Granger, IN <br />Proposal: <br />The owner proposes to amend the legal description of the Landmark designation <br />to delete a portion of the property. The property was subdivided into 3 lots <br />in 1987. The reduced boundaries will include all of Lot 1 which contains the <br />Goff House, and part of Lot 2 which contains the barn and the new landscape <br />building. <br />Standards <br />A treatment change ... on the landmark or in its environment may [not]... <br />significantly change the appearance of the landmark ... [and] ... the Commission <br />should review the proposed treatment for character and style consistency... <br />and [the treatment] should be added in a manner that does not disrupt the <br />visual unity of the site. <br />Recommendation <br />Last year the HPC approved the construction of a retail center to the east of <br />the barn. It was determined at that time that since the retail center would <br />be set back from the road; it would not visually impact negatively on the <br />historic complex. <br />Since the reduced boundaries include the historic farmstead and the treeline to <br />the south of the Goff house and the retail center had previously been approved, <br />the historic character will not be further impinged by the reduction. Therefore, <br />staff recommends approval. <br />BLP:ef <br />
