of a parking garage on the site of the previous junior high <br />school that occupied the northwest corner of the site. <br />On the local level, the HPC follows the Landmark Standards <br />adopted at the time each landmark was officially designated <br />by ordinance. In the case of Central High School the <br />standards for demolition are: <br />"Historic landmarks shall not be demolished. When <br />a landmark poses a threat to the public safety, <br />and demolition is the only alternative, <br />documentation by way of photographs, measured <br />drawings, or other descriptive methods should be <br />made of both the exterior and interior of the <br />landmark". <br />The preliminary structural report provided by the <br />School Corporation clearly indicates that this is not <br />the case. It states "The building(s) can be considered <br />to be structurally sound and would not require major <br />structural repair or reconstruction." <br />It is clear, then, that the landmark buildings do not <br />currently pose a threat to the public safety. The <br />Commission must apply strict procedures and <br />documentation requirements for applications that <br />request variances to demolish any designated landmarks <br />for other reasons. <br />
