<br /> <br /> <br />INTER-OFFICE MEMORANDUM <br /> <br /> DEPARTMENT OF PUBLIC WORKS <br /> DIVISION OF ENGINEERING <br /> <br /> <br />TO: Anne Fuchs, Clerk <br />Board of Public Works <br />FROM: Zach Hurst, Project Engineer <br /> <br />SUBJECT: Award Bid - Project No. 119-084B <br />Former Salvation Army Building Roof Repairs <br />DATE: March 22, 2021 <br />On February 9, 2021, the Board of Public Works opened and read bids for the above project. <br /> <br />A summary of the bids is below: <br /> <br />Contractor Base Bid <br />(Upper Roof) <br />Alternate Item <br />(Lower Roof) Total MWBE <br />Utilization <br />Slatile Roofing $240,812 $43,218 $284,030 0% <br />Midland Engineering $352,800 $87,300 $440,100 3% <br /> <br />In accordance with I.C. § 36-1-12-4, in determining whether a bidder is responsive, the board <br />may consider: (a) whether the bidder has submitted a bid or quote that conforms in all material <br />respects to the specifications; (b) whether the bidder has submitted a bid that complies <br />specifically with the invitation to bid and the instructions to bidders; and (c) whether the bidder <br />has complied with all applicable statutes, ordinances, resolutions, or rules pertaining to the <br />award of a public contract. In determining whether a bidder is a responsible bidder, the board <br />may consider: (a) The ability and capacity of the bidder to perform the work; (b) the integrity, <br />character, and reputation of the bidder; and (c) the competence and experience of the bidder. <br /> <br />A MWBE goal of 2.7% was set for this project (note: this project was advertised before goals <br />were split between Minority and Women). Slatile Roofing did not meet the MWBE goal and <br />disclosed that they did not advertise in general circulation and/or trade association publications <br />concerning subcontract opportunities, while indicating on the Minority and Women Business <br />Enterprise Form MWBE 2.0 that they did place such an advertisement. As such, the <br />recommendation is that Slatile’s bid be rejected as being non-responsive with respect to this <br />bid. A copy of that correspondence is attached to this memo. <br /> <br />Midland Engineering met the MWBE goal and provided a complete, responsive bid. I <br />recommend award of a contract for the BASE BID plus ALTERNATE for the Roof Repairs for <br />Former Salvation Army Building to the lowest responsive / responsible bidder, Midland <br />Engineering Company, Inc. in the amount of $440,100.00. Funds have been appropriated from <br />River West DA TIF (PR-00008097). <br /> <br />Encl <br />
