HEALTH & PUBLIC SAFETY NOVEMBER 26,2012 <br /> 4:42 P.M. <br /> Committee Members Present: Dr. Fred Ferlic, Henry Davis, Karen White, <br /> Tim Scott, <br /> Citizen Members Present: Kyle Chamberlin <br /> Other Council Present: Valerie Schey, Dr. Varner, Oliver Davis, <br /> Gavin Ferlic, Derek Dieter <br /> Others Present: SBFD Chief Steve Cox, Mark Neal, John Murphy, <br /> Mayor Pete, Mike Schmuhl, Scott Ford <br /> Agenda: Bill No. 12-87-Approve 5 year EMC Agreement Between County& <br /> City(2013-2017) <br /> Bill No. 12-88 —Approve Inter-local Mutual Aid Alarm <br /> Dr. Fred Ferlic with full committee present and with two bills on the agenda called the <br /> hearing to order. <br /> The two items on the agenda,bills 12-87 and 12-88 were both fire department related and <br /> both presented by Fire Chief Steve Cox. <br /> The first bill, 12-87, would ask Council approval of a 5 year inter-local agreement <br /> between South Bend and St. Joseph County for the provision of ambulance EMS services <br /> by the City for County residents. Excluded from the agreement are several townships, <br /> Penn, Harris, Clay and German. The Chief explained this was an extension of a current <br /> successful arrangement through 2017. The requisition charges or fees for service would <br /> be adjusted where necessary to reflect increases for South Bend residents. Citizen <br /> member Kyle Chamberlin asked if there was ever a problem collecting from the County. <br /> Chief Coz assured there has never been a problem. <br /> The second agenda item, Bill No. 12-88, also presented briefly by Chief Cox would <br /> simply formalize an agreement for mutual aid among local departments. Mutual aid has <br /> always been an informal traditional arrangement among departments. What the formal <br /> agreement assures is that the responding department be it South Bend or respond with <br /> trained, certified, fully equipped personnel and apparatus. <br /> Each bill was recommended favorably to full Council, each with a small correction to <br /> exhibit"A"upon a motion made by Tim Scott, seconded by Karen White and affirmed <br /> by all. . <br />
