RESIDENTIAL NEIGHBORHOODS NOVEMBER 26,2012 <br /> 3:30 P.M. <br /> Committee Members Present: Tim Scott, Dr. Fred Ferlic, Oliver Davis <br /> Citizen Members Present: Ken Bradford, Jennifer Tindell <br /> Other Council Members Present: Henry Davis, Valerie Schey, Dr. Varner, <br /> Gavin Ferlic, Derek Dieter <br /> Others Present: Henry Davis, Valerie Schey, Dr. David Varner, Gavin Ferlic, <br /> Derek Dieter <br /> Agenda: Update Courtyard Apartments <br /> Committee Chairperson Tim Scott called the meeting to order acknowledging a majority <br /> present including both citizen members. Tim explained this brief 15 minute meeting was <br /> to bring everyone up to date on the developments at the Courtyard Apts. Since last <br /> spring due to a rash of complaints and an inordinate number of police calls to the <br /> complex the Council has met with all stakeholders and monitored developments there. <br /> Tim then called upon Joe Grabill of Compass Assets Management Inc. They are the <br /> court appointed receiver assigned to manage the apt. complex since last August 24th, in <br /> giving a progress report. Joe Grabill said security officers on site have been increased <br /> from 15 to 20 hours a week, the previous average, to 75 to 90 hours at a cost of$14,000 a <br /> week. IN the meantime while new owners are sought. Mr. Grabill said he has conducted <br /> a physical assessment of the property initiating maintenance when needed. Interviews <br /> have been conducted with tenants, neighbors,the police department, and <br /> Councilmembers. He reported that as a result of the stepped-up enforcement practices, <br /> occupancy is down by 20% <br /> Tim Scott then called upon Lt. Pat Hecklinski of the SBPD to offer his perspective. As a <br /> result of their collaborative involvement calls for service from the PD have dropped by <br /> 25%per month, averaging 44 calls per month. This drop, while encouraging, is still not <br /> satisfactory. Efforts to improve the situation on a sustained basis will continue. <br /> Citizen member Ken Bradford asked if this approach could be used as a model for other <br /> apartment complexes. Tim said that, while promising, was premature. Hopefully"best <br /> practices"that can be applied elsewhere can be developed. <br />
