1
Elicia Feasel
From:Alexis Torrance <alexis.torrance@gmail.com>
Sent:Wednesday, February 10, 2021 11:39 AM
To:Elicia Feasel
Subject:Re: 119 La Porte Avenue - COA
Dear Elicia,

Thank you for all this helpful information. I wish the distinction between "treatment" and "renovation" were clearer: it
still seems like window inserts (rather than full frame window replacements, which we're not proposing) fits more
comfortably into "treatment" than "renovation", analogous I would have thought to re‐roofing.

Re: your question. Sorry for the delay: I just got off the phone with the window company to clarify what the frame
expander component is. It is a thin fiberglass component, trimmed to size during install, that locks into the edge of the
insert windows and serves as additional weatherstripping/insulation between the insert and the original frame. It is
white in this case (in keeping with the existing exterior frame/window color). It does not affect the size of the opening or
interfere with the existing frame. It functions as durable and effective weatherstripping.

Let me know if you have any other questions!

Many thanks,

Alexis

On Tue, Feb 9, 2021 at 3:42 PM Elicia Feasel <efeasel@southbendin.gov> wrote:
Alexis –

In working on your staff report, I wasn’t sure what a “frame expander” is – would you please clarify.

Group B Standards for Local Landmarks are the criteria that the Commission will consider your proposal under, mainly
Renovation (see bolded text below). Treatment refers to glazing, as in if you were only replacing glass. Deteriorated
beyond repair isn’t specifically mentioned in this Standard but I wanted you to be aware that it commonly does come
up during Commission discussion. I agree that it is hard to define but we also haven’t seen too many instances that the
original wood windows were beyond repair. In the example that Adam provided where a hand could be pushed
through the wood, it was determined that they were.

B. Treatment
