STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: January 13, 2021 <br />Application Number: 2021-0107 <br />Property Location: 863 Forest Avenue <br />Architectural Style/Date/Architect or Builder: American Foursqaure-Free Classic / 1906 <br />Property Owner: Mark Snell <br />Landmark or District Designation: Chapin Park Local District #9574-05 <br />Rating: Contributing <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE: The home is a two story with a square floor plan set upon a brick <br />foundation. The roof is hipped with a central gable dormer covered with asphalt shingles. There is a full front <br />porch with full height Tuscan columns, with balusters with lattice below. The windows are 1/1 double hung. <br />There are two front doors. <br /> <br />ALTERATIONS: The house has been vinyl sided and has replacement storm windows. In 1942 the home was <br />remodeled into a 2 family dwelling. The garage was added in 1949. In 1960 a new rear addition was built. AA <br />#2020-0813 allowed for the reconstruction of the front porch and walk with aggregate concrete. COA #2009-0827 <br />allowed for complete replacement of two awning windows with double hung 1/1 windows in the rear addition. <br />COA #2006-0424 allowed for a tear-off and replacement with asphalt shingles. <br /> <br />APPLICATION ITEMS: “Solar Panel installation, roof-mount, *(Please see attached Design Project Plans and <br />Spec Sheet).” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />i. Install eight “Cheetah HC 72M 390-410 Watt Mono Perc Half Cell Module solar panels on <br />the south face of the roof on Iron Ridge XR-100 mounting rack; each panel with Enphase <br />Microinverter. <br />ii. Install a PV Solar Dedicated Load Center, AC Solar Disconnect, Generation Panel, Tesla <br />Backup Gateway, and Power Wall on the rear addition, <br /> <br />STANDARDS AND GUIDELINES: Chapin Park <br />B. BUILDING SITE, LANDSCAPING & ACCESSORIES <br />This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography <br />and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are <br />unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have <br />property lines on Chapin Park will be considered on a case-by-case basis. <br />Required <br />Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as <br />trees located in a yard or tree lawn which reflect the property’s history and development shall be retained. <br />A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage <br />to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damage or diseased trees <br />should then be replaced with an approved species at the same or approximate location wherever possible. <br />Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with <br />the historic character of a structure enclosed. <br />Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings <br />and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. <br />Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building <br />may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate <br />location as soon as planting season permits and upon approval of a C of A. <br />Prohibited <br />No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements
