City of South Bend | Coal Line Trail (Phase I) | Construction Engineering Services | 7 <br />Challenge <br />The majority of the proposed trail will utilize the old <br />Northfolk Southern Railroad corridor. It is believed <br />that all of the old railroad ties have been completely <br />removed. However, based on our previous experience <br />with abandoned railroads, there is a possibility that <br />some of the old railroad ties are still there. Because <br />of the presence of creosote, the railroad ties cannot <br />be disposed of at a landfill. <br />Solution <br />With a March 2021 letting date, an addendum can <br />still be created to add the regulated materials item <br />required to properly remove, transport, and dispose <br />of the railroad ties if discovered. If the items are <br />not created prior to the letting, the items can still be <br />added during construction through a change order if <br />necessary. <br />CONSTRUCTION LIMIT <br />AND TREE CLEARING <br />CONSTRAINTS <br />Challenge <br />The majority of the construction limits will <br />be within the old Norfolk Southern Railroad <br />corridor. All tree removal must be limited to <br />this corridor and completed by March 31 to <br />comply with the Indiana Bat restrictions. With <br />a March 2021 letting date, completing tree <br />clearing ahead of the April 1 deadline will be <br />difficult. <br />Solution <br />DLZ will work with the contractor so that <br />clearing limits are staked and all trees for <br />removal are identified before the start of land <br />disturbing activities, including the installation <br />of erosion control.
