City of South Bend | Coal Line Trail (Phase I) | Construction Engineering Services | 5 <br />PROJECT UNDERSTANDING <br />DLZ understands, per the Request for Proposal, that <br />Construction Inspection services are needed for the <br />Coal Line Trail (Phase I) project. The project, INDOT <br />Contract R-38064, is currently set for a March 2021 <br />letting. The project involves constructing a multi- <br />use path along the old Norfolk Southern Railroad <br />previously used to deliver coal to Notre Dame. <br />From discussions with Kyle Silveus, the City has <br />already secured all of the right of way from Norfolk <br />Southern required to construct the trail. <br />We understand that this trail is Phase I of a multi- <br />phase project that will eventually connect to SR <br />933 and the existing East Bank Trail. The Phase I <br />portion is located between Lincolnway West and <br />Riverside Drive. The proposed trail will be a 10- to <br />12-foot wide asphalt path with lighting and benches <br />along the project’s entire length. A rest area node <br />will be constructed in the northwest quadrant at the <br />intersection of Lawndale and Vassar Avenue. The <br />project will also utilize the existing box culvert at <br />the Portage Avenue Bridge. The proposed path will <br />be constructed through the box culvert.
