the Series 1989 Bonds and matters related thereto. In particular, all or any officials, officers, members, employees and agents of the City and the Board of Public Works are authorized to certify and/or enter into covenants for the City and the Board of Public Works regarding the facts and circumstances and reasonable expectations of the City and the Board of Public Works on the date the Series 1989 Bonds are issued and the commitments made by the City and the Board of Public Works herein regarding the amount and use of the proceeds of the Series 1989 Bonds. Section 22. Notwithstanding any other provisions of this Ordinance, the covenants and authorizations contained in this Ordinance ("Tax Sections") which are designed to preserve the exclusion of interest on the Series 1989 Bonds from gross income under federal law ("Tax Exemption") need not be complied with if the City receives an opinion of bond counsel that any Tax Section is unnecessary to preserve the Tax Exemption. Section 23. The following are the rates and charges to the several classes of users or property to be served by the works as of the date hereof: All Class I Users (1) The sewage rates and charges shall be based on the quantity of water used on or in the property or premises subject to such rates and charges as the same is measured by the water meter there in use, plus a base charge based on the size of water meter installed except as herein otherwise provided. For the purpose of billing and collecting the charges for sewage service, the water meters shall be read monthly and the users shall be billed each month (or period equaling a month) .
