We ask that you also understand and take into consideration that there is an extensive array of <br />buried public utilities located along the north side of Ireland Rd between the water service <br />connection and the public water main. Known utilities include buried telephone, buried electric, <br />buried fiber optic, sanitary sewer as well as overhead electric. The presence of all of these utilities <br />significantly adds to the complexity of the excavation and risks associated with the installation of a <br />new water service line. The excavation also will require the temporary closures and traffic control <br />for westbound traffic and a permanent pavement patch repair to Ireland Road. This is all significant <br />risk to public utilities and the compromising of the public roadway all for what appears to be an “in <br />kind” replacement of a water service. <br />We understand that this replacement is a part of the Rules and Regulations and that an appeal may <br />not be able to be resolved administratively.
