HEALTH & PUBLIC SAFETY COMMITTEE <br /> PERSONNEL & FINANCE COMMITTEE <br /> OCTOBER 22, 2012 5:03 P.M <br /> HPS Committee Members Present: Dr. Fred Ferlic, Henry Davis, Jr. <br /> Karen White, Tim Scott <br /> HPS Citizen Members Present: Kyle Chamberlin <br /> P &F Committee Members Present: Karen White, Gavin Ferlic, Dr. David <br /> Varner, Henry Davis, Jr. <br /> P&F Citizen Members Present: Tamara McNally <br /> Other Council Members Present: Valerie Schey, Oliver Davis, Derek Dieter <br /> Others Present: Marti Wolfson, Linda Wolfson, Scott Ford, Mayor Pete Buttigieg, <br /> Mike Schmuhl, Mark Neal, Murray Miller, Kevin Allen, Kathleen <br /> Cekanski-Farrand, John Murphy <br /> Agenda: Bill No. 56-12—Salaries—SBPD <br /> Bill No. 57-12—Salaries—SBFD <br /> Dr. Fred Ferlic agreed to chair this join hearing of the Personnel &Finance Committee <br /> and the Health&Public Safety Committee. On the agenda were two bills: <br /> Bill No. 56-12 the two year negotiated SBPD wage contract for 2013 and 2014, Bill No. <br /> 57-12 represents the two year negotiated salary agreement with the firefighters. <br /> The police wage agreement was taken up first. Kathy Cekanski-Farrand, Council <br /> Attorney and Chief Negotiator for the Council was pleased to announce a tentative 2 year <br /> agreement had been ratified by the police rank & file. The annual wage increase was <br /> 2.5%. <br /> During the Council portion, the issue of inadequate beat staffing was raised once again by <br /> Valerie Schey who felt that more officers could be hired if the $2 million OT line item <br /> was reduced. Derek Dieter countered saying only a small portion of the OT budget could <br /> be tapped,most going to required court time. Henry Davis support Valerie's claim that <br /> more officers are needed on"beats."He suggested reassignment from special duty units <br /> like Metro Homicide. Oliver Davis and Tim Scott supported the notion that more <br /> officers were needed. <br />
