(c) The provisions of the Indiana Code Sections 8-1. 5- <br /> 5-1 through 8-1.5-5-26 addressing "Department of Storm Water <br /> Management" are adopted. <br /> (d) A special taxing district consisting of all of the <br /> territory included within the corporate boundaries of the <br /> City of South Bend is established. This district is <br /> established for the purpose of providing for the collection <br /> and disposal of storm water in a manner that protects the <br /> public health and welfare and for the purpose of levying <br /> special benefit taxes for the purposes of storm water <br /> collection and disposal. <br /> SECTION II.
