PERSONNEL AND FINANCE <br />The April 28, 2008 meeting of the Personnel and Finance Committee of the South Bend Common <br />Council was called to order by its Chairperson, Councilmember Tom LaFountain at 4:10 p.m. in <br />the Council's Informal Meeting Room. <br />Persons in attendance included Council Members Derek Dieter, Ann Puzzello, Others: Chuck <br />Clark; Catherine Fanello; Kathleen Cekanski-Farrand, Council Attorney; John Voorde, City Clerk <br />Committee Members present, Tom LaFountain, Chairperson; Oliver Davis; David Varner; AI <br />"Buddy" Kirsits. <br />Council Attorney Kathleen Cekanski-Farrand noted the substitute bill was amended to remove <br />one license request of the three originally submitted. The removal specifically was due to one <br />yard operating without a required video camera. Chuck Clark, City Licensing Auditor, apologized <br />to Council for the incomplete application submitted for consideration at the last meeting. The <br />other two were in compliance. Councilmember Varner asked what would now occur without a <br />license? Chuck Clark replied the firm would have 60 days to comply then possibly 60 more days <br />would be allowed for compliance. Councilmember's Dieter and Varner both asked about the <br />responsibility for enforcement. Councilmember LaFountain and Council Attorney Kathleen <br />Cekanski-Farrand stated a need to rework and clarify the ordinance. City Controller Catherine <br />Fanello agreed. On a motion by Councilmember Kirsits, seconded by Councilmember Oliver <br />Davis a recommendation in favor of grating the two licenses in compliance was passed. <br />There being no further business to come before the Committee, Councilmember Tom LaFountain <br />adjourned the meeting at 4:20 p.m. <br />Tom LaFountain, Chairperson <br />Personnel and Finance Committee <br />
