Kernan, Mayor <br /> Office of the Mayor <br /> July 24, 1989 <br /> Dear Council Members: <br /> The attached bill would establish salary and benefits for all <br /> non-bargaining City employees for the next three years. <br /> The formula for salary increases for full-time employees <br /> includes base increases of 1% + $560 in 1990, 2% + $280 in 1991, <br /> and 3% in 1992. In addition a merit bonus pool of 1/2% in 1990, 1% <br /> in 1991, and 1 1/2% in 1992, will be established to provide bonus <br /> compensation for employees based on performance. The City will <br /> create a merit bonus policy to assist managers in implementing a <br /> fair plan for all non-bargaining employees. There have also been <br /> salary adjustments made to some 60 positions to remedy some past <br /> inconsistencies, as well as better compensate employees for their <br /> responsibilities with a 3 year program. The health insurance <br /> program will be revised for 1990 to try and gain greater control <br /> over spending costs, and full-time employees will receive $500 per <br /> year in their individual cafeteria plans. <br /> Part-time non-bargaining employees will receive compensation <br /> that is proportionate to the package for full-time employees. <br /> This proposal is within the financial guidelines established <br /> for us through the collective bargaining process with the FOP and <br /> Teamsters this year, and the Firefighters last year. The cost of <br /> this package will average about 3. 5% over the next three years. <br /> We have attempted to provide a fair compensation package for <br /> our employees under the constraints of our financial situation. <br /> This will permit us to plan ahead as a City, and at the same time <br /> provide some security for our great municipal workforce. <br /> Your favorable consideration is respectfully requested. <br /> Sincere , <br /> 4110111111P <br /> eph E.
