• <br /> SUBSTITUTE <br /> ORDINANCE NO. 7994-89 <br /> AN ORDINANCE ESTABLISHING A NON-REVERTING NEXT <br /> DOOR NEIGHBOR PROGRAM FUND AND APPROPRIATING <br /> $25,000 FOR THAT PURPOSE. <br /> STATEMENT OF PURPOSE AND INTENT: <br /> The Common Council of the City of South Bend, Indiana, believes <br /> that it is in the best interest of public health, safety and <br /> welfare to establish a non-reverting Next Door Neighbor Program <br /> Fund in order to provide grants to neighborhood groups for the <br /> purpose of funding all or portions of projects designed to <br /> enhance neighborhoods within the City. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL of the City <br /> of South Bend, Indiana as follows: <br /> SECTION I. A separate, non-reverting fund known as the Next <br /> Door Neighbor Program Fund is hereby established for the purpose <br /> of providing grants to various neighborhood groups to be used to <br /> finance all or portions of neighborhood improvement projects. <br /> SECTION II. The maximum grant award to any neighborhood group <br /> for any individual project shall be $1,000.00 <br /> SECTION III. Applications for grants shall be made upon forms <br /> supplied by the Mayor' s Office and completed applications shall <br /> be submitted to that office. All applications shall be <br /> available for public inspection in the Mayor's Office. <br /> SECTION IV. The Next Door Neighborhood grant review and <br /> selection committee shall review all applications and made <br /> awards pursuant to criteria established by the committee. The <br /> committee shall consist of nine (9) members, five (5) of whom <br /> shall be appointed by the Mayor and four (4) of whom shall be <br /> appointed by the Common Council. Three of the Mayoral. <br /> appointees shall serve three ( 3 ) year terms and two ( 2) Mayoral <br /> appointees shall serve two ( 2) year terms. Two of the Common <br /> Council appointees shall serve three (3 ) year terms and two of <br /> the Council appointees shall serve two ( 2) year terms. <br /> SECTION V. On or before March 31 of each year, the Mayor shall <br /> submit a written report to the Council which summarizes the <br /> activities funded the previous year, specifies the balance in <br /> the Non-Reverting Next Door Neighborhood Program Fund and <br /> reports on income and expenses of the Stanley Coveleski Stadium <br /> Revenue. In addition, the Mayor shall propose an amount to be <br /> appropriated to the Next Door Neighbor Program Fund for the <br /> following year. <br /> SECTION VI. The sum of Twenty-Five Thousand Dollars <br /> ($25,000.00) is hereby appropriated from the Stanley Coveleski <br /> Stadium Revenues in order to fund the Next Door Neighbor Program <br /> Fund established herein. <br /> SECTION VII. This Ordinance shall be in full force and effect <br /> from and after its passage by the Common Council and approval by <br /> the Mayor. <br /> G <br />
