Hurwich and Betty <br /> Hurwich Zoss to zone from "Cu Commercial , "A" Height and Area to "B" <br /> Residential , "A" Height and Area, property located on the east side of Portage <br /> Avenue, approximately 1 ,300 feet north of Cleveland Road, City of South Bend - <br /> APC #1251-89 <br /> Gentlemen: <br /> The above referenced ordinance and site development plan of Jack M. Hurwich and <br /> Betty Hurwich Zoss was legally advertised May 4, 1989 and May 6, 1989. The Area <br /> Plan Commission gave it a public hearing on May 16, 1989, at which time the <br /> following action was taken: <br /> Upon a motion by John DeLee , being seconded by Harold Means and unanimously <br /> carried, the proposed ordinance and site development plan of Jack M. Hurwich <br /> and Betty Hurwich Zoss to zone from "C" Commercial, "A" Height and Area to "B" <br /> Residential, "A" Height and Area, property located on the east side of Portage <br /> Avenue, approximately 1 ,300 feet north of Cleveland Road, City of South Bend is <br /> sent to the Common Council with a favorable recommendation subject to an <br /> acceptable final site development plan. The effect of the proposed zoning <br /> change would be to limit the development of the property to multi-family uses. <br /> In the Commission's opinion, the change would not have a detrimental effect on <br /> the area. <br /> The deliberations of the Area Plan Commission and points considered in arriving <br /> at the above decision are shown in the minutes of the public hearing, and will <br /> be forwarded to you at a later date to be made a part of this report. Attached, <br /> for your consideration in the review of this matter, is a copy of the Area Plan <br /> Commission's Staff Report . <br /> Sincerely, <br /> Richard S.
