REGULAR MEETING OCTOBER 17.2012 76 <br />Upon a motion made by Ms. Vasquez, seconded by Mr. Collins and carried, the retirement was <br />accepted and approved. <br />ACCEPT AND APPROVE RETIREMENT— LIEUTENANT STEPHEN L. GOEN <br />President Cottrell advised that Chief Hurley has submitted to the Board the Application and <br />Declaration for Retirement for Lieutenant Stephen L. Goen effective October 22, 2012, Chief <br />Hurley noted that he has served the Department with loyalty and distinction during the last twenty - <br />four (24) years, three (3) months and thirteen (13) days. Chief Hurley joined the Board in thanking <br />him for his commitment, dedication and years of distinguished service to the South Bend Police <br />Department and the citizens of South Bend. Members also wished him a long and happy retirement. <br />Upon a motion made by Ms. Vasquez, seconded by Mr. Collins and carried, the retirement was <br />accepted and approved. <br />ACCEPT AND FILE EMPLOYEES OF THE MONTH - JULY AND AUGUST 2012 — DAVID <br />BEATY AND JAMES WOLFF <br />Chief Hurley stated that Sergeant David M. Beaty, Jr was selected as Employee of the Month for <br />July, 2012 and Sergeant James Wolff as Employee of the Month for August, 2012. The award is to <br />recognize officers, civilian employees, on the South Bend Police Department who have demonstrated <br />actions noted by supervisors or citizens from both a professional law enforcement position and in <br />support of the community policing efforts with citizens of South Bend. Chief Hurley noted that <br />Sergeant Beaty responded to a residence where a four (4) year old child had his head stuck in a car <br />window. When Sergeant Beaty arrived the child was non - responsive. He was able to revive him and <br />hand him over to the medics. Chief Hurley noted that Sergeant Wolff was being recognized for his <br />supervision in a double- shooting incident on Olive Street. He noted that Sergeant Wolff even <br />supplied aid to a suspect that was shot outside of the house, in spite of the danger. There being no <br />further discussion, the Board accepted for filing, the recommendations for employees of the months <br />of July and August 2012. <br />APPROVE TRICK OR TREAT HOURS FOR HALLOWEEN 2012 <br />In a letter to the Board, Chief Hurley, Police Department, requested the Board approve Wednesday, <br />October 31, 2011 from 5 :00 p.m. to 7:00 p.m. as the official City of South Bend trick or treat hours. <br />He noted in his letter that the date and hours will coincide with St. Joseph County and the City of <br />Mishawaka. Upon a motion by Ms. Vasquez, seconded by Mr. Collins and carried, the hours and <br />date were approved as noted above. <br />FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — SEPTEMBER 2012 <br />President Cottrell indicated that unless there were questions or objections by members of the Board, <br />the statistical analysis report for the month of September 2012, as submitted by the Police <br />Department, would be accepted for filing.
