South Bend Redevelopment Commission
Regular Meeting—October 11, 2012
6. NEW BUSINESS
A. South Bend Central Development Area
(3) continued...
Notice of Intended Disposition of Property with publication dates
of October 19 and October 26, 2012 and Receipt of Bids at 9:00
a.m., November 8, 2012. (10 former HDC properties in Monroe
Park)
(4) Update on Redevelopment Commission owned property in the
South Bend Central Development Area.
Mr. Inks noted that Commissioners received this morning a map of
sites the Commission owns in the downtown and a list that
corresponds to it. Staff intends to more proactively market the
properties that are owned by the Commission. The map identifies
the Commission owned properties that are not for sale. There are
very few of those, including the Morris Performing Arts Center,
Palais Royale, the St. Joseph/Wayne Street parking garage,
Century Center and a small lot at the edge of Monroe Park with a
monument sign for the neighborhood.
There are a couple of properties for which the Commission has
temporary ownership that will eventually revert to the businesses
located there: 1St Source/Doubletree ground lease and KeyBank
Plaza.
There are also several parcels we would hope to transfer to other
city departments. In some cases those might be right-of-way like
Woodward Ct; in other cases it might be park space.
The remaining sites are developable. Most of those are
congregated around Coveleski Stadium. Staff will begin the
disposition process on all of those properties: getting appraisals,
title searches, surveys, and putting them out for bid. If there are no
bids, staff will list the properties with local realtors.
Mr. Davis asked about a property such as Fat Daddys where
demolition is not an option due to its historic value. Mr. Inks
responded that disposition of that property will be a process that
must be worked through. We can put together information on what
it would take to renovate the structures, the cost to demolish the
structures, alternatives to save the facade of the structures.
