STAFF REPORT June 11 , 1990 <br /> Aileen H. Perkins 1341-90 <br /> Location: north side of the <br /> 2000 block of E. Ireland <br /> Road <br /> City of South Bend <br /> REQUESTED ACTION: The petitioners are requesting a zone change <br /> from "C"Commercial , "A" Height and Area to <br /> "C" Commercial , "A" Height and Area to allow <br /> construction of a retail grocery store <br /> EXISTING LAND USE: The property is currently vacant . <br /> SURROUNDING LAND USE AND ZONING: Located to the north is vacant land zoned "A" <br /> Residential; to the east is a retention area <br /> zoned "A" Residential and a building supply <br /> store zoned "C" Commercial; to the south, <br /> across Ireland Road, is a single-family home <br /> and vacant land in the County, zoned "R" <br /> Residential ; and to the west are a car wash <br /> and dry cleaners, which are currently under <br /> construction, zoned "C" Commercial . <br /> ACCESS: Access to the site is proposed from Ireland <br /> Road. <br /> WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br /> DRAINAGE: The drainage has not been addressed by the <br /> petitioner. <br /> SITE DATA: The total site to be rezoned is 8.65 acres. <br /> Of that , the buildings will occupy 55,300 <br /> square feet , or 15 percent of the site; the <br /> parking and drives will occupy 4 acres, or 47 <br /> percent of the site; and 3.35 acres or 38 <br /> percent of the site will remain as open space. <br /> ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no <br /> public wells, wetlands, flood or environmental <br /> hazard areas are present . <br /> SITE PLAN: The site plan is preliminary. <br /> AGENCY COMMENTS: The City Engineer made the following comments: <br /> Drainage retention at 30 gallon per 100 square <br /> feet of impervious surface will be required; <br /> drive aproaches should be concrete and to City <br /> standards; parking adjacent to the west curb <br /> cut is unsafe and should be removed. <br />
