PERSONNEL & FINANCE SEPTEMBER 24,2012 <br /> Committee Members Present: Karen White, Gavin Ferlic, Dr. David Varner, <br /> Henry Davis <br /> Citizen Members Present: Tammy McNally, Julaine James <br /> Other Council Present: Tim Scott, Valerie Schey, Dr. Fred Ferlic, <br /> Oliver Davis, Derek Dieter <br /> Others Present: John Murphy, Mark Neal, Kathryn Roos, Mike Schmuhl <br /> Agenda: Bill No. 42-12—Levying Tax &Fixing Rate of Tax <br /> Bill No. 43-12—Appropriation Expenses Depts. <br /> Bill No. 44-12—Appropriation Expenses Enterprise <br /> Karen White, Chair of the Personnel &Finance Committee, opened the hearing <br /> reminding the administration and fellow Councilmembers the importance of the budget <br /> process emphasizing the thoroughness of the review and recommendation. She noted <br /> eight separate budget hearings including 2 off.site to encourage public input had already <br /> been held. Karen thanked the administration for their unprecedented openness and <br /> willingness to hear and balance priorities outlined in the hearings. Karen asked Council <br /> Attorney Kathy Cekanski-Farrand to explain budget procedures from here. Kathy <br /> explained deadlines for Council action specified by state law noting tonight's <br /> consideration was to solicit additional input,not for a final vote. City Controller Mark <br /> Neal offered that the Council's deliberations were much appreciated and expressed a <br /> continuing willingness to respond to Council questions. <br /> There being no further business to come before the Personnel &Finance Committee at <br /> this time, Chairperson White adjourned the meeting at 4:38 p.m. <br /> Respectfully Submitted, <br /> Karen L.
