Airport Economic Development Area <br />(3) Authorization to publish Notice of Intended Disposition of <br />Property with publication dates of October 19 and October 26, <br />2012 and Receipt of Bids at 9:00 a.m., November 8, 2012. <br />(24505 Cleveland Road) <br />Upon a motion by Mr. Downes, seconded by Mr. Vamer and <br />unanimously carried, the Commission authorized publication of the <br />Notice of Intended Disposition of Property with publication dates <br />of October 19 and October 26, 2012 and Receipt of Bids at 9:00 <br />a.m., November 8, 2012. (24505 Cleveland Road) <br />(4) Resolution No. 3096 approving the fair market value of <br />property in the Airport Economic Development Area. (2018- <br />2020 S. Main Street, former EMI site) <br />Mr. Schalliol noted that Resolution No. 3096 sets the minimum <br />offering price for the former EMI site at $57,350. The site is a <br />vacant lot consisting of three parcels along Main Street. The <br />Commission accepted the property from St. Joseph County by <br />donation two years ago and demolished the building. <br />Consequently, there were demolition costs, but no acquisition <br />costs. <br />Upon a motion by Mr. Downes, seconded by Mr. Alford and <br />unanimously carried, the Commission approved Resolution <br />No. 3096 approving the fair market value of property in the Airport <br />Economic Development Area. (2018 -2020 S. Main Street, former <br />EMI site) <br />(5) Bid Specifications and Design Considerations for 2018 -2020 S. <br />Main Street <br />Mr. Schalliol noted that the Bid Specifications and Design <br />Considerations include that offers must meet the minimum offering <br />price and must include a basic reuse plan detailing aspects of the <br />site redevelopment and the site improvements. That plan must <br />conform to objectives of the Development Plan for the Airport <br />Economic Development Area, should conform to the existing GI- <br />General Industrial zoning classification, and bidders are prohibited <br />from the use of the property for speculation or land- holding <br />purposes. <br />
