South Bend Redevelopment Commission
Regular Meeting — October 11, 2012
6. NEW BUSINESS (CONT.)
D. South Side Development Area
There was no further business in the South Side Development Area.
E. Northeast Neighborhood Development Area
(1) Resolution No. 3075 approving and authorizing the execution
of an Addendum to the Master Agency Agreement (Demolition
of homes within AEP electric pole easement by realigned
SR23)
Ms. Maradik noted that the S.R. 23 realignment project is
underway. As part of this project, high tension electric poles were
planned along the south side of the street through the new
intersection that will be created, instead of along the current 5-
points intersection. The NNDA Plan amendment was completed
on October 25, 2011, providing a vision for the redevelopment of
the entire neighborhood and identifies the realigned 5- points
intersection as an area with high potential for commercial
development.
The city's Department of Public Works has been working with
AEP officials over the past several months to determine an
alternate route so that the land immediately adjacent to the street is
clear of these large overhead electric cables and maintains its
development potential. A new route was recently determined
which follows existing alleys, starting at the intersection of Duey
and S.R. 23, proceeding south towards Corby and then west along
the street.
A total of eight homes need to be demolished in order to facilitate
the AEP electric pole project this fall. Of these eight homes, Five
Corners LLC is seeking assistance with the demolition of three,
located at 1128 Corby, 1225 Corby and 1224 Corby. Demolition
work will include demolition of the structures, clearing of trees
within the „A1;P easement and environmental inspection and
assessment with proper removal of asbestos, if found. The total
cost of the demolition will not exceed $30,000. The remaining
five homes will be demolished by Five Corners LLC. Staff
requests approval of Resolution No. 3075 and its Addendum to
Master Agency Agreement.
