D9 r41 The Redevelopment Authority April 25, 2012 Meeting Minutes Upon a motion by Ms. Pfotenhauer, seconded by Mr. Thomas, the Authority approved the Blackthorn Corporate Park Covenants and Restrictions as amended. C. Authority approval requested for Blackthorn Corporate Park Design Guidelines The Design Guidelines have been changed to reflect current practice. In some areas gutters are not necessary with all curb requirements. Bicycle and pedestrian circulation has been eliminated because the City is thinking of making a path on the south side of Nimtz Parkway, which is city owned rather than charging the businesses to have it run through their property. The City is debating about making the expense right now. From Moreau Court through out the park would run around a half a million dollars. It doesn't make sense to do that stretch in isolation so the City is seeking a grant to do from Moreau Court to Bendix and tie it in to some other bicycle and pedestrian paths. The federal money would require a 20% match in funds, which would come up to $330,000 - $350,000. The total for the path could run around $850,000. Septic systems are not done in the Corporate Park, so those were taken out of the Guidelines. Digital signage is becoming more common and the school has a digital sign now. Guy stakes on trees are not needed according to our landscape expert. Site amenities requirements are needed in submittal requirements so they are not needed in the Design Guidelines. Upon a motion by Ms. Pfotenhauer, seconded by Mr. Thomas, the Authority approved the Blackthorn Corporate Park Design Guidelines, as presented. 4. NEXT MEETING DATE: May 2, 2012 5.
