4 4
STAFF REPORT November 9, 1990
Initiated by the Area Plan Commission 1380-90
Location: City of South Bend
This petition was initiated by the Area Plan Commission in order to amend
the zoning ordinance of the City of South Bend to allow hospitals of a
nonpenal or correctional nature, and emergency medical care facilities in
the "A-3" Mixed Use Zoning District . Nonpenal or correctional hospitals
presently are permitted in the "A" Residential , "A-1" Residential , "B"
Residential, "C" Commercial and "C-1" Commercial Districts of the City.
It has been determined that hospitals and emergency care facilities are
appropriate uses in the East Bank Area of the City. This area of the City
is zoned "A-3" Mixed Use. This zoning district was established to permit
mixed use multi-family residential and business commercial to complement
the central city area. Therefore, the proposed amendment to the City's
zoning ordinance would allow hospitals which are not penal or correctional
institutions, and emergency medical care facilities in the "A-3" Mixed Use
Zoning District.
The proposed amendment would also establish the following parking
requirements for the uses:
A. Hospitals which are not 1 per 4 beds, plus
penal or correctional 1 per 2 employees, plus
institutions 1 per staff doctor
B. Emergency Medical care 1 per 2 employees, plus
service centers 6 per staff doctor
