4 4 <br /> STAFF REPORT November 9, 1990 <br /> Initiated by the Area Plan Commission 1380-90 <br /> Location: City of South Bend <br /> This petition was initiated by the Area Plan Commission in order to amend <br /> the zoning ordinance of the City of South Bend to allow hospitals of a <br /> nonpenal or correctional nature, and emergency medical care facilities in <br /> the "A-3" Mixed Use Zoning District . Nonpenal or correctional hospitals <br /> presently are permitted in the "A" Residential , "A-1" Residential , "B" <br /> Residential, "C" Commercial and "C-1" Commercial Districts of the City. <br /> It has been determined that hospitals and emergency care facilities are <br /> appropriate uses in the East Bank Area of the City. This area of the City <br /> is zoned "A-3" Mixed Use. This zoning district was established to permit <br /> mixed use multi-family residential and business commercial to complement <br /> the central city area. Therefore, the proposed amendment to the City's <br /> zoning ordinance would allow hospitals which are not penal or correctional <br /> institutions, and emergency medical care facilities in the "A-3" Mixed Use <br /> Zoning District. <br /> The proposed amendment would also establish the following parking <br /> requirements for the uses: <br /> A. Hospitals which are not 1 per 4 beds, plus <br /> penal or correctional 1 per 2 employees, plus <br /> institutions 1 per staff doctor <br /> B. Emergency Medical care 1 per 2 employees, plus <br /> service centers 6 per staff doctor <br />
