BILL NO. <br /> ORDINANCE NO. F/ I-9 / <br /> AN ORDINANCE APPROPRIATING $581,100 FROM THE COMMUNITY <br /> DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING <br /> THE EXPENSES OF THE DEPARTMENT OF ECONOMIC DEVELOPMENT OF <br /> THE CITY OF SOUTH BEND, INDIANA, AND DESIGNATED SUBGRANTEE <br /> AGENCIES FOR THE PROGRAM YEAR BEGINNING JANUARY 1, 1991 <br /> TO BE AIMaNISTERED THROUGH THE DEPART OF ECONOMIC <br /> DEVELOPMENT. <br /> Statement of Purpose and Intent: <br /> The government of the City of South Bend, in partnership with the City's <br /> private sector and residents, is committed to the goal of improving the <br /> "quality of life" in the City, its neighborhoods, and for its residents. As <br /> part of this commitment to a comprehensive community development and <br /> improvement program, the City of South Bend through its Department of Economic <br /> Development will apply for and anticipates receiving on or about January 1, <br /> 1991, the approval of the United States Department of Housing and Urban <br /> Development to expend an additional $581,100 in the execution of certain <br /> housing rehabilitation/assistance, code development, public service, and <br /> general program planning and development activities. In order to implement the <br /> aforementioned activities, funds are required. <br /> NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South <br /> Bend, Indiana, as follows: <br /> SECTION I. The sum of $581,100 is hereby appropriated for the program year <br /> starting January 1, 1991, from the City of South Bend's Community Development <br /> Block Grant Fund (Program Year 1991) . The appropriation shall be used as <br /> approved by the United States Department of Housing and Urban Development under <br /> Title Twenty-four (24) of the Code of Federal Regulations, Part Five Hundred <br /> and Seventy (570) for the Community Development Program Year 1991. This <br /> appropriation shall be administered by the Department of Economic Development <br /> and its designated subgrantees and will be distributed as set forth below: <br /> B-91-MC-18-0011 <br /> Community Development Program <br /> Purpose Project No. Amount <br /> West Washington Housing Fund CD91-102B $274,000 <br /> Housing Rehab Fund - Monroe Park CD91-102C 75,000 <br /> Emergency Repair CD91-107 70,000 <br /> Christmas in April CD91-109 7,100 <br /> West Washington Public Works CD91-301 100,000 <br /> Human Rights Activities CD91-511 20,000 <br /> Human Resource Equity Fund CD91-512 35.000 <br /> TOTAL $581,100 <br /> SECTION II. No costs will be incurred or funds expended for any of the <br /> activities addressed in this ordinance prior to completion and subsequent <br /> certification of the Environmental Review Process specified under Title <br /> Twenty-four (24) of the Code of Federal Regulations, Part Fifty-eight (58) and <br /> an official release of funds received from the United States Department of <br /> Housing and Urban Development. <br /> SECTION III. This Ordinance shall be in full force and effect from and <br /> after its passage by the Common Council and approval by the Mayor. <br />
