Civil Defense <br /> Officers who hold Special Police Commissions with the South Bend <br /> Police Department have been very helpful in the past in many <br /> duties, including directing traffic. Their efficiency and help- <br /> fulness would be further enhanced if they had the power to write <br /> parking tickets when they observe a violation of Chapter 20 in <br /> the Municipal Code. Currently they must call South Bend Police- <br /> men to write any parking tickets. It should be abundantly clear <br /> that this enhanced power would enable both the specially <br /> commissioned Civil Defense Officers to better perform their duty <br /> and the regular South Bend Police Officers to make more efficient <br /> use of their time. <br /> This amendment does not modify the recently passed <br /> amendments to Chapter 20.
