The purpose of <br /> the ordinance is to make surplus monies within the Fund available to <br /> fund a contract for the private enforcement of the City' s parking <br /> ordinances. <br /> This ordinance complements the ordinance amending Chapter 20 <br /> of the South Bend Municipal Code which I have also filed today.
