ORDINANCE NO. 8020,0 -9/ <br /> AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, AMENDING ORDINANCE NO. 8038-89 <br /> AS AMENDED, ENTITLED "AN ORDINANCE FIXING THE MAXIMUM <br /> SALARIES AND WAGES OF APPOINTED OFFICERS AND NON-BARGAINING <br /> EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA FOR THE <br /> CALENDAR YEARS OF 1990, 1991, AND 1992" <br /> STATEMENT OF PURPOSE AND EFFECT <br /> The purpose of this ordinance is to amend Ordinance 8038-89 of <br /> the Common council of the City of South Bend, as Amended, to change <br /> the date on which merit bonus checks issued pursuant thereto, for <br /> calendar years 1991 and 1992, will be issued. The proposed issuance <br /> date is a date that is more easily accommodated by the set fiscal and <br /> operational responsibilities of the Department of Administration and <br /> Finance. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY <br /> OF SOUTH BEND, INDIANA, AS FOLLOWS: <br /> Section I. Section VII of Ordinance 8038-89, as Amended, is <br /> amended to read as follows: <br /> Section VII. MERIT BONUS. The maximum sum. of Fifty Thousand <br /> Dollars ($50,000.00) in. 1990,. One Hundred Thousand Dollars <br /> ($100,000.00) in 1991, and One Hundred Fifty Thousand Dollars <br /> ($150,000.00) in 1992, shall be made available for the payment of <br /> merit bonuses for non-probationary, non-bargaining, non-temporary <br /> employees occupying positions normally requiring 600 or more hours of <br /> service per year. Said amount shall be allocated among the various <br /> City Departments in accordance with the specified percentage of the <br /> total salaries for all qualifying employees within each department as <br /> of October 15 of each year. That specified percentage shall be 0.5% <br /> in 1990, 1.0% in 1991, and 1. 5% in 1992. <br /> The money allocated to each department may be awarded to <br /> qualified departmental employees as merit bonuses in amounts <br /> determined by the Department Head and approved by the Mayor, in <br /> accordance with the City's Merit Bonus Policy. Distribution of merit <br /> bonuses will be made on the first Friday of November that is not <br /> otherwise a regular City payday, in 1990, r99i-,--and--199 . The 1991 <br /> and 1992 distribution of merit bonuses will be made on December 6, <br /> 1991, and December 4, 1992, respectively. Only officers and <br /> employees who are non-probationary, non-bargaining, non-temporary <br /> officers or employees occupying positions normally requiring 600 or <br /> more hours of service are eligible to be considered for merit bonus <br /> awards. All employees receiving merit bonuses must be in active <br /> status on the distribution date. Any merit bonus money not <br /> distributed to employees on the distribution date shall revert to the <br /> appropriate City fund. <br /> Section II. This ordinance shall be in full force and effect <br /> from and after its passage by the Common Council and approval by the <br /> Mayor. <br /> � <br />
