• <br /> • <br /> STAFF REPORT • <br /> INITIATED BY COUNCILMAN SEAN COLEMAN #1410-91 May 2, 1991 <br /> WEST WASHINGTON-CHAPIN DEVELOPMENT AREA <br /> This petition was initiated by Councilman Sean Coleman on behalf of the <br /> residents of the West Washington-Chapin Development Area. The area is generally <br /> bounded by William Street on the east , Olive Street on the west , a portion of <br /> Western Avenue and the Conrail Railroad tracks on the south, and the rear lot <br /> lines of the lots on the north side of LaSalle Avenue, LaSalle Court , Colfax <br /> Avenue and Orange Street on the north. <br /> The proposed zoning plan is the culmination of a comprehensive planning process <br /> lasting more than a year and including numerous meetings with the residents of <br /> the area. The zoning plan reflects both existing and proposed land uses and <br /> will help to implement the proposed land use plan for the area. Any legal uses <br /> that would become nonconforming as a result of this action would be <br /> grandfathered and could continue. <br /> The existing zoning pattern is extremely mixed and provides very little zoning <br /> protection for the residential neighborhoods in the area. This proposal would <br /> establish firm boundaries for zoning districts and help promote a more orderly <br /> development in the area. The proposal would delete the "E" Heavy Industrial <br /> zoning in the area and the "D" Light Industrial zoning in the area near the <br /> Central Business District . The plan would also reduce the number of Height and <br /> Area Districts in the area. <br /> The following zoning and Height and Area Districts are being proposed: <br /> 1. "A" Single-family Residential , "A" Height and Area <br /> 2. "A-1" One and Two Family Residential , "B" Height and Area <br /> 3. "B" Multi-Family Residential , "D" Height and Area <br /> 4. "A-3" Mixed Use, "E" Height and Area <br /> 5. "C" Commercial , "D" Height and Area <br /> 6. "D" Light Industrial , "E" Height and Area <br />
