Pudic Works and Property Vacation Committee <br /> 2005 South Bend Common Council <br /> The January 10, 2005 meeting of the Public Works and Property Vacation Committee was called <br /> to order by its Chairperson, Council Member David A. Varner at 3:30 p.m. in the Council <br /> Informal Meeting Room. <br /> Persons in attendance included Council Members Dieter, Pfeifer, Kelly, Puyzello, Varner, <br /> Kuspa, Kirsits and Rouse; Director of Public Works Gary Gilot, Executive Director of <br /> Community and Economic Development Sharon Kendall, Tedd Schaffer, Ann Kolata, Andy <br /> Laurent, Rita Kopola, William J. Gottlick, City Clerk John Voorde, and Council Attorney <br /> Kathleen Cekanski-Farrand. <br /> Dr. Varner welcomed everyone to the first committee meeting of the new year. He noted that <br /> the members on the Committee from last year included Council Members Kirsits, Coleman, <br /> Pfeifer and himself; with Council Member Coleman no longer on the Council and Council <br /> President Pfeifer no longer on the Committee due to her position. <br /> Dr. Varner then called for a presentation on Bill No. 90-04 which is a vacation request for Kaley <br /> Street from the north right-of-way of Tucker Drive to the north property line of the Olive Street <br /> Pumping Station for approximately 725' and a portion of Tucker Drive from the west <br /> right-of-way line of Kaley Street east for approximately 305'. <br /> William J. Gottlick of 1400 Riverside Drive in South Bend made the presentation. Mr. Gottlick <br /> noted that he is the Director MRO Purchasing for Steel Warehouse Company, Inc. Steel <br /> Warehouse would like to vacate Tucker Drive and Kaley Street west of the security gate on <br /> Tucker Drive. Both streets are dead end streets and are within the Steel Warehouse security <br /> fencing. Steel Warehouse has maintained the streets in question since 1991, including snow <br /> removal. The vacation would permit Steel Warehouse to use their property more efficiently and <br /> permit consolidation. Mr. Gottlick added that Kaley Street to the south has been abandoned <br /> since 1993. <br /> Director of Public Works Gary Gilot spoke in favor of the proposed vacation and added that the <br /> Board of Pubic Works recommend that the vacation take place. <br /> Council Member Kirsits then made a motion, seconded by Dr. Varner that Bill No. 90-04 be <br /> recommended favorably to Council. The motion passed. <br /> Under miscellaneous business, Dr. Varner noted that last year there was some discussion with <br /> regard to having a multi-year licensing procedure for scrap metal operations instead of the yearly <br /> processing which currently takes place. Mr. Gilot added that the City Administration would be <br /> tendering a proposed ordinance which would amend the City Code in this area. <br /> Dr. Varner noted that he has reviewed articles addressing storm water management and would <br /> be sharing these articles with the Council. He noted that the City of Elkhart will be making <br /> proposals to the Indiana Legislature on this topic. Dr. Varner also noted that another article <br /> addresses this topic in southwest Michigan which has a projected cost of$16-20 million, with <br /> Public Works and Property Vacation Committee of the 2005 South Bend Common Council -page 1- <br />
