Public Works and Property Vacation Committee
2005 South Bend Common Council
The April 11,2005 meeting of the Public Works and Property Vacation Committee was called to
order by its Chairperson, Council Member David A. Varner at 4:51 p.m. in the Council Informal
Meeting Room.
Persons in attendance included Council Members Pfeifer,Kelly,Puzzello,Varner,Kuspa,Kirsits
and Rouse; Director of Public Works Gary Gilot, Rita Kopola, City Clerk John Voorde, and
Council Attorney Kathleen Cekanski-Farrand.
Dr. Varner noted that the Committee members include Council Members White, Rouse,
Puzzello and himself.
Dr. Varner then called for a presentation on Bill No. 20-05 which is a request to vacate the 1st
north/south alley east of Kaley Street from Western Avenue south to the 1st east/west alley for a
distance of 132 feet. This is a part of the Summit Place 3rd Addition to the city.
Director of Public Works Director Gary Gilot stated that the petitioner owns both sides of the
alley in question. He stated that the Board of Public Works sends the request to the Council with
a favorable recommendation subject to a utility or turn-around easement.
In response to a question from Dr. Varner, Mr. Gilot stated that the petitioner is aware of the
easement request.
The Council Attorney suggested that since the petitioner is not present, that the Committee
consider sending the Bill to the full Council without a formal recommendation.
Dr. Varner agreed.
Under miscellaneous business, Mr. Gilot noted that Mayor Luecke has suggested that
information go beyond the Board of Public Works agenda and their minutes in an effort to assist
the Council.. He then provided a 1-page document entitled "Board of Public Works Briefs
Monday, April 11, 2005" (copy attached). He noted that this summary includes major items
from the 5-page agenda which the Board had today. He further noted that the Mayor has
requested that this be a regular 2-5 minute summary update each month.
Mr. Gilot then presented a 1-page document entitled "Bureau of Public Construction, 2005
Project Completion Status, Quarterly Report (January 1st thru March 31st) (copy attached). He
stated that the spread-sheet is prepared each quarter. The items listed in gray are those which are
close to be closed out.
Council Member White requested further information at another meeting as to the process used
in identifying which projects would be listed.
Dr. Varner noted that the Board of Public Works meets every other Monday, and that he
appreciates the additional information.
April 11,2005 Public Works and Property Vacation Committee Meeting of the 2005 South Bend Common Council -page 1-
