, , <br /> Personnel and finance CommitLee <br /> 2005 South Bend Common Council <br /> The February 28, 2005 meeting of the Personnel and Finance Committee was called to order by <br /> its Chairperson, Council Member Roland Kelly at 4:18 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Dieter, Pfeifer, Kelly, Puzzello, Varner, <br /> Kuspa,Kirsits,White and Rouse; Mayor Stephen Luecke,Executive Director of Community and <br /> Economic Development Sharon Kendall; City Clerk John Voorde, Beth Leonard, Public Works <br /> Director Gary Gilot, Tom Skarbek,Marco Mariani Tedd Schaffer,Rita Kopola Fire Chief Luther <br /> Taylor,Leo Wiseman,Mick Tuesley and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Kelly noted that the committee is composed of Council Members Varner, <br /> Kuspa,White and himself as Chairperson. <br /> Council Member Kelly called for a presentation on Bill No. 11-05 which would appropriate <br /> $60,000 of funds received from the U.S. Department of Housing and Urban Development(HUD) <br /> within the Human Rights Fund# 258 for education and outreach expenditures. <br /> Leo Wiseman the Staff Attorney for Human Rights made the presentation. He noted that Lonnie <br /> L. Douglas, Executive Director of the Human Rights Commission is in Washington, D.C. where <br /> he is attending a mandatory training meeting. <br /> The proposed expenditure would pay expenses for pro-active education and outreach programs <br /> and a housing testing program, including the preparation of brochures in multiple languages, a <br /> video on fair housing, and a billboard campaign. <br /> Dr. Varner made a motion, seconded by Council Member Kuspa that Bill No. 11-05 be <br /> recommended favorably to Council. The motion passed. <br /> Council Member Kelly then noted that the proposed capital budget, Bill No. 13-05, will have its <br /> public hearing before the Council on March 14th. Since it was sent to this committee for review <br /> and recommendation, he then called upon Mayor Luecke to provide background information to <br /> the Bill. <br /> Mayor Luecke stated that there are some changes that will be proposed to Bill No. 13-05. In the <br /> interest of having full disclosure the Bill shows dollars which have already been appropriated. <br /> The Council should have received a letter from Tom Skarbek showing those amounts. As a <br /> result the proposed appropriation will be less. One of the areas affected include expenditures in <br /> the Park Department. The Administration would like to include the lease of O'Brien Rec. <br /> Center and use COIT dollars for that at $210,000 per year. Mayor Luecke noted that COIT and <br /> EDIT monies are dropping. He added that the DROP program will require additional monies. <br /> Property tax projections in 2006 are 3.8% and in 2007 will be 3.4%. <br /> Mayor Luecke added that there is pending in the Indiana legislature a Bill which would change <br /> the formula for the distribution of local road and street monies,with a potential loss to the city of <br /> February 28,2005 Personnel.and Finance Committee Meeing Minutes -page 1- <br />
