Personnel and nuance Committee <br /> 2005 South Bend Common Council <br /> The March 14, 2005 meeting of the Personnel and Finance Committee was called to order by its <br /> Chairperson, Council Member Roland Kelly at 3:31 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Dieter, Kelly, Puzzello, Varner, Pfeifer and <br /> Kuspa,Rouse,White and Kirsits;Mayor Stephen Luecke,Executive Director of Community and <br /> Economic Development Sharon Kendall; , Director of Budgeting & Financial Reporting Tom <br /> Skarbek, Fire Chief Luther Taylor, Assistant Fire Chief Richard Switalski, Director of Public <br /> Works Gary Gilot, Don Inks, Jack Dillon, City Engineer Carl Littrell, Jeff Parrott of the South <br /> Bend Tribune, and Kathleen Cekanski-Farrand,Council Attorney. <br /> Council Member Kelly noted that the committee is composed of Council Members Varner, <br /> Kuspa,White and himself as Chairperson. <br /> Council Member Kelly then called upon Mayor Luecke to provide a brief update on Substitute <br /> Bill No. 13-05 (copy attached). <br /> Mayor Luecke noted that last week a detailed presentation was provided on the proposed capital <br /> budget. Many department heads are present however, if the Council has any questions. The <br /> Mayor stated that he believes that it is a good capital budget, although in some cases it is very <br /> thin. <br /> The Council Attorney noted that a motion to recommend favorably was made at the March 9th <br /> Committee meeting,therefore no further action is necessary this afternoon from the Committee. <br /> Council Member Kelly thanked the Mayor and then called for a presentation on Bill No. 05-24 <br /> which would approve the issuance of scrap metal/junk dealers/transfer station licenses for the <br /> 2004 calendar year. <br /> Director of Public Works Gary Gilot made the presentation. He noted that the Bill addresses <br /> four (4) operations. For the 2005 calendar year, sixteen (16) requests are pending before the <br /> Board of Public Works. At the request of the Council, they are also looking into 3-5 year <br /> licenses as well as a process to proceed ahead with those which are in compliance. <br /> Dr. Varner made a motion, seconded by Council Member Kuspa that Bill No. 05-24 be <br /> recommended favorably to Council. The motion passed. <br /> Mayor Luecke announced that William Reed 011ett, the 16-year old son of former City <br /> Controller Rick 011ett, was killed in a vehicle accident on Saturday. He noted that services will <br /> be at Culver Military Academy Chapel and that a Memorial Scholarship will be created. <br /> There being no further business to come before the Personnel and Finance Committee meeting, <br /> Council Member Kelly adjourned the meeting at 3:38 p.m. <br /> March 14,2005 Personnel and Finance Committee Meeing Minutes -page 1- <br />
