Personnel and Finance Committee <br /> 2005 South Bend Common Council <br /> The May 9, 2005 meeting of the Personnel and Finance Committee was called to order by its <br /> Chairperson, Council Member Roland Kelly at 3:20 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Kelly, Puzzello, Varner, Kuspa, Pfeifer and <br /> Rouse; City Clerk John Voorde, City Controller M. Catherine Fanello, Martha Lewis, Rita <br /> Kopola, and Kathleen Cekanski-Farrand,Council Attorney. <br /> Council Member Kelly noted that the Committee Members present included Council Members <br /> Varner,Kuspa, and himself as Chairperson. <br /> Council Member Kelly then called for a presentation on Substitute Bill No. 24-05 which would <br /> authorize the Mayor and/or Controller to make temporary loans to meet current running <br /> expenses in anticipation of current taxes levied in the year 2004 and which are collectable in <br /> 2005, and which would authorize the issuance of temporary loan tax anticipation time warrants. <br /> City Controller M. Catherine Fanello made the presentation. She noted that in light of the <br /> county delaying the distributions of tax funds,with the last of the 2004 monies being received on <br /> April 29, 2005; and the upcoming delays in distributions for this year,the ordinance is necessary. <br /> She noted that the substitute bill includes the dollar amounts for the six(6) funds affected by the <br /> delay in tax receipts. <br /> No one from the public spoke in favor or in opposition to the Bill. <br /> Dr. Varner then made a motion, seconded by Council Member Kuspa that Substitute Bill No. <br /> 24-05 be recommended favorably to Council.
