e I <br /> City Controller M. Catherine Fanello stated that no funds are proposed to be budgeted for the <br /> "performance incentives", however they would like to create such a program in order to give <br /> recognition when possible. <br /> Dr. Varner suggested that if there are substantial savings from a broader auto allowance program <br /> that specific information and data should be brought to the Council. He then made a motion to <br /> amend paragraph (g) on page 3 under "Auto Allowance" by deleting "or other key employee <br /> having specialized expertise"; seconded by Council Member Kuspa. The motion passed. <br /> Council Member Puz7ello inquired about the gasoline allowance program. The Mayor stated <br /> that mileage reimbursement is used if an employee uses his or her personal car for authorized <br /> city business. <br /> Council Member White then made a motion, seconded by Dr. Varner that Substitute Bill No. <br /> 55-05 as amended be recommended favorably to Council. The motion passed. <br /> Council Member Kelly then called for a presentation on Substitute Bill No. 46-05 which would <br /> amend Chapter 2, Article 8 of the South Bend Municipal Code addressing vacations and other <br /> benefits. <br /> City Attorney Charles Leone made the presentation. He noted that this was a housekeeping bill <br /> to delete information from the Code which is routinely updated during negotiations. <br /> Council Member Kuspa made a motion, seconded by Dr. Varner that Substitute Bill No. 46-05 <br /> be recommended favorably to Council. The motion passed. <br /> Council Member Kelly then called for a presentation on Substitute Bill No. 57-05 which would <br /> make technical corrections to Ordinance Nos. 9450-03 and 9527-04 for calendar years 2004 and <br /> 2005. <br /> Mayor Luecke noted that this Bill addresses the concern for the one department head as <br /> identified by the State Board of Accounts, and as a result he asked that it be made retroactive. <br /> Dr. Varner made a motion to amend Section II by deleting "or other key employee having <br /> specialized expertise"; which was seconded by Council Member Kuspa. The motion passed. <br /> Council Member White then made a motion, seconded by Dr. Varner that Substitute Bill No. <br /> 57-05 as amended be recommended favorably to Council.
