i .c <br /> 2005 Annual Report of the Personnel and Finance Committee <br /> Date: December 5, 2005 <br /> To: The South Bend Common Council <br /> The Office of the City Clerk <br /> From: 3rd District Council Member Roland Kelly, Chairperson <br /> Personnel and Finance Committee <br /> I am pleased to file this 2005 Annual Report of the Personnel and Finance Committee <br /> which is required pursuant to § 2-10 (i)of the South Bend Municipal Code, <br /> This year's Committee members included: <br /> Council Member David Varner, Vice-Chairperson <br /> Council Member Ervin Kuspa,member <br /> Council Member Karen L. White, member <br /> Council Member Roland Kelly, Chairperson <br /> Unfortunately, we did not have a member of the public who served as a citizen member. <br /> As noted in the South Bend Municipal Code, the Personnel and Finance Committee is <br /> charge with the following duties: <br /> "Oversees the activities performed by the Department of Administration and Finance, <br /> and reviews all proposed salaries, budgets, appropriations and other fiscal matters, as <br /> well as personnel policies,health benefits and related matters" <br /> This year we met twenty-two (22) times so far, with another committee meeting <br /> scheduled for next Monday, December 12a'. Last year, with Council Member Dieter <br /> being the Chairperson, the Personnel and Finance Committee met twenty-six (26) times. <br /> I can candidly say, that this is one of the more active Standing Committees, which the <br /> Council has each year. <br /> We also held joint committee meetings with the Council's Health and Public Safety <br /> Committee, Chaired by Council Member Karen L. White, to hear presentations on the <br /> salaries and monetary fringe benefit proposals for members of the police and fire <br /> departments. A joint committee meeting of this type is scheduled for nest Monday. <br /> As you are aware, earlier this year, Council President Charlotte D. Pfeifer assigned to <br /> the Personnel and Finance Committee, the topic of whether the human rights ordinance <br /> should be amended, after members of the South Bend Equality addressed the Council <br /> meeting under"Privilege of the Floor". I have met their representatives since that time, <br />
