We have <br />appreciated being able to be of service to you in the past and hope to be afforded the opportunity to <br />provide you with our services for this project. <br /> <br />UNDERSTANDING OF THE ASSIGNMENT <br /> <br />The City of South Bend is looking for a consulting firm to assist in the preparation of Construction <br />Documents for stormwater drainage improvements with the public right-of-way at several locations within <br />the City of South Bend. The improvements include adding in new curb along the edge of pavement or the <br />adjustment of pavement grades to eliminate significant ponding within the street and allowing for positive <br />drainage. It is the desire of the City to have the projects be bid out and awarded by the end of 2020. <br /> <br />JPR has provided topographic survey services for the areas of concern and this data will be utilized for <br />the development of base plans from which the construction documents will be prepared. <br /> <br />The specific areas for drainage improvements are as follows: <br />1. 2324 Kaley Street - ROW at property frontage back to drainage ditch <br />2. Marion Street – between William Street and Lafayette Street <br />3. Fox Street – between Hight Street and Dale Avenue <br />4. Beale Street – Between Inglewood Place to Sherman Avenue <br />5. Huey Street – between Lathrop Street and Bergan Street <br />6. Elmer Street – between Pershing Street to Bergan Street <br /> <br />Based on previous discussions, it is understood that the Kaley Street project will require the construction <br />of a new curb along the north side of the street to divert stormwater from entering the adjacent private <br />property. Stormwater will be directed through new swale towards an existing drainage area located on the <br />west side of this property. Special attention will be required at the location of the existing walkway to the <br />residence front door due to existing grades along the street. <br /> <br />The remainder areas for drainage improvements as identified areas currently experience ponding water <br />or obstructions to positive stormwater flow. These sections of pavement are to be analyzed and <br />recommendations for improvements to grades are to be provided.
