Magliozzi, Assistant Director <br />1140 County -City Building <br />South Bend, IN 46601 <br />Dear Sirs, <br />7 21008 <br />AREA PLAN GOZIUOSS1044 <br />RE: APC 2463 -08 <br />Thank you for the opportunity to respond to the requested rezoning of the proposed <br />development by the Cooreman Group at Lynnewood and Cleveland Roads. <br />We believe in the wisdom of the Area Plan Commission to respect and protect the <br />rights of the homeowners and the public from unnecessary over - development in <br />areas that are not suitable. With the Portage Prairie Development there is no <br />shortage of Community Business District property on the Northwest side. City and <br />County governments in South Bend need to retain residential areas and not sell out <br />to developers whose best use of this property for them is a 24 hour retail business. <br />He who wants a 24 hour McDonald's next to their home cast the first vote for <br />rezoning. This area does not have supporting streets from the side or rear of the <br />property. Cleveland Road entrances would be costly and dangerous, and would <br />further congest the area and the availability between the commercial corridors on <br />Business 31 and the Portage district. Cleveland is also the main east/west link in <br />our city and should not be over - developed and congested. <br />Whether it's a city zone or county zone, the area should not be changed at the <br />expense and inconvenience of the areas' residential citizens. The area can be <br />developed for churches, banks, medical /dental, or professional offices, condos, <br />villas, a "Golden Dome View" retirement community, or other SOFT commercial use. <br />Please consider voting against the zoning change for the property at Cleveland and <br />Lynnewood. Does South Bend have the money available to annex the area; put <br />streets, sidewalks, traffic lights, turn lanes, water, sewer, sewer lift stations, as well <br />as street lights for the whole neighborhood for such a small area of revenue from the <br />development? Put retail with other retail and acceptable soft commercial blending <br />with the residential zone that's 95% of the immediate area. That strip is one of the <br />main windows of our city from the Toll Road view.
