GIBNEY <br />EXECUTIVE DIRECTOR <br />TAX ABATEMENT REPORT <br />SOUTH BEND COMMON COUNCIL <br />BOB MATHIA <br />SUBJECT: REAL PROPERTY TAX ABATEMENT PETITION FOR: <br />RIVER ROCK, INCORPORATED <br />DATE: APRIL 15, 2008 <br />On April 14, 2008, a petition for real property tax abatement consideration for property located at <br />1433 Northside Boulevard was filed with the City Clerk by Mr. David Morgan of Force 5 Media on <br />behalf of River Rock, Incorporated. Pursuant to Chapter 2, Article 6, Section 2 -82 of the Municipal <br />Code of the City of South Bend, this petition was referred to the Department of Community and <br />Economic Development for purposes of investigation and preparation of a report determining <br />whether the area qualifies as an Economic Revitalization Area pursuant to I.C.6 -1.1 -12.1 and <br />whether all zoning requirements have been met. <br />The Department of Community and Economic Development has reviewed the petition, investigated <br />the area, and makes the following report. <br />PROJECT SUMMARY <br />River Rock, Incorporated recently acquired the building located at 1433 Northside Boulevard that <br />was formally owned and occupied by the LaSalle Council of the Boy Scouts of America. Force 5 <br />Media is proposing to occupy it. River Rock is the real estate holding company for Force 5. Force 5 <br />is an advertising and marketing company currently located in leased space in South Bend. Its <br />operations "include: the design and creation of web sites; video and audio production for broadcast; <br />design and production for magazine ads, billboards, brochures, etc.; and strategic marketing <br />planning. Proposed renovations, as part of the move -in, include replacement of the roof, electrical <br />enhancements, improved computer line infrastructure, new ceilings and flooring and exterior repair <br />and painting.
